would only have been allowed to accept the appointment
on the condition that he should himself be liable
for the contribution in question.
But as a matter
of fact the special and peculiar conditions applicable
to the Aide-de-Camp to the Governor of Hong Kong were
unknown to this Office until they were stated in your

letter now under reply.
In the circumstances, Viscount Morley cannot but
regard the liability for the pension contribution as
resting with your Department, and he trusts that on
further consideration Lord Crewe will accept this
view and will find means to discharge it.
In making this suggestion Lord Morley has not
overlooked the proposal in paragraph 3 of your letter
that the whole period of Captain Taylor's absence
from India should be treated as service not qualifying
for Indian pension; but he cannot agree to deal
with the matter in this manner since it is quite
possible
